Don't pretend to be them. That could get you into some trouble.
However, if you were to set it up as a tribute site, that is different. You can list as much info as you want about them, but be sure to put SOMEWHERE on the page that its a tribute page and you are NOT trying to be them.
Also, don't allow the music to be downloadable unless you KNOW for a fact the band is ok with free distribution. (Example: A Metallica fan site doing this would be a VERY BAD IDEA.)

Yes you can get in trouble for not having the rights to that music. You may be held accountable legally and civilly depending on what you are actually doing. It's not worth it and i can't imagine what you would be gaining by pretending to be someone else.

Jest go to myspace.com and sign up for an artist and all the info will be in big red letters at the top.

Just try to limit the amount of music to be uploaded.
You're providing the artist their music so eventually, you're respecting their music. Also, you can only upload four songs.
